Tamilnadu Water Resource Consolidation Project:
In the period 1995 – 2004, World Bank aided Water resource consolidation project was implemented in Tamirabharani, and Palar basins. The main emphasis of this project was to modernize the irrigation sector in Tamilnadu and to accommodate the MNCs in managing the water resources. Some of the key roles of this project are the division of PWD, Implementing Basin approach which incorpoarates the private players, Enactment of Ground water law, Participatory Irrigation management act and state water act (under process).
Integrated model rehabilitation of Hanumannadhi Sub Basin:
At the end of the WRC project, World Bank suggested the successor Project - Integrated Approach with participation of the Line Departments using water and also chose Hanumannadhi Sub Basin, to prepare estimate for an Integrated model rehabilitation of Hanumannadhi Sub Basin of Tambaraparani Basin in Tirunelveli District.
IAIP (Irrigated Agriculture Intensification Programme)
IAIP programme for Rs. 1.50 Crore in Hanumanadhi Sub Basin is carried out in coordination with Line departments like Agriculture, Agricultural Engineering, TNAU, Horticulture, and Fisheries departments etc. Micro Irrigation facility like laying PVC pipes from Tank sluices to field, Rain Water Harvesting, Farm Ponds, Fish rearing, Redesigning and Rehabilitation of supply channel to Tanks, Training to Farmers etc. were taken up and completed.
Tamilnadu Irrigated Agriculture Modernization and Water Bodies Restoration Project:
In continuation of the above said world bank aided loan scheme, this project has been formulated for 63 subbasins based on the guidance from the project preparation missions of the World Bank, fully supported by a Multi Disciplinary Project Unit of Tamil Nadu Public Works Department and was submitted to the World Bank through Government of India. Negotiations were held in December 2006 and a tripartite Agreement was signed in New Delhi on 12.02.2007. The overall project outlay is Rs.2547 crore (566 M $) and it is programmed for completion in 6 years.
Role of JASuL intervening this ongoing World Bank Scheme:
A fact-finding team was constituted for studying the pilot project areas in Hanuman Nathi river basin, Thirunelveli. Mr. Sivaprakasam, Mr.Thanulingam, Mr.Muthusamy, Mr.Venu, Dr.Marimuthu, Ms.Jansi, and Mr.Marirajan are the team members. The team plans to meet Farmers, Water Users Asociation(WUA), Basin Board members, and other line department officials. The fact finding mission was completed and the reports were submitted to state committee of JASuL. The important finding were discussed in the JASuL meetings and will take necessary steps to disseminatethe information to the general public.
